I love flowing water shots like this one, this reminds me of one of my own shots: [link]
If you already know this just ignore me, but if you want to blur the water more, set your ISO to 100 (or lower if your camera can), use a tripod, and crank the aperture higher (smaller). I love the effect it gives so just thought I'd pass it on. You can also buy a filter to throw in front of the lens that will block some light and have the same effect (slower shutter speeds, blurred water), even during the middle of the day.
